Short answer: there is no defensible universal ranking of the “cheapest” North Cyprus universities without naming the program, scholarship, currency, academic year and compulsory charges. Compare personalized net invoices and total living costs.
Current official fee examples
EMU publishes a 2026–2027 international fee schedule. For many non-clinical undergraduate faculties, its annual advance-payment figures range from US$4,450 with the 75% scholarship band to US$6,400 with the 60% band. Engineering is listed from US$4,700 to US$6,799 across those bands. Medicine and dentistry are substantially higher.
These are useful current examples because the university identifies the academic year and scholarship band. They are not a promise that every applicant receives the lowest band, and advance-payment terms can differ from installment totals.
Near East University publishes a detailed 2025–2026 table. Many programs in that table show a €5,600 annual tuition, a €2,800 figure under a 50% scholarship column and a higher total after VAT and administrative fees. Because that page is for 2025–2026, a 2026–2027 applicant should request the newer official invoice rather than carrying the number forward.
METU Northern Cyprus publishes its own 2025–2026 international tuition and scholarship information. Its model should be evaluated separately from private-university “automatic discount” language.
Why a percentage does not tell you the price
A large scholarship percentage can be calculated from a large list tuition. Compare:
net tuition + compulsory university funds + program charges + payment-plan costs
Ask whether the quote includes VAT, registration, student services, laboratory or studio costs, English preparation and repeat courses. Check whether the award renews automatically and what happens after the normal program duration.
The only figure safe enough for a family decision is a dated written calculation for the named student, program and intake, confirmed by the university.
Total annual cost can reverse the ranking
Housing may change which option is genuinely cheaper. A dormitory with utilities included cannot be compared directly with an apartment advertised without deposit, electricity, water, internet or a full-year lease. Transport matters when accommodation is far from campus.

“Cheapest” must still pass academic checks
Before price, confirm the institution on YÖDAK’s current list. Then verify that the exact program is open, taught in the promised language and suitable for recognition or professional licensing where you will use it.
For engineering, medicine, pharmacy, architecture and other regulated fields, program-level accreditation or licensing rules may matter more than a small annual saving. A low price is poor value if the degree does not support your intended route.
Compare curriculum, faculty, facilities and student support. Ask the department which courses will actually run in your intake, particularly for a small or specialized program.
Payment and scholarship safety
Pay only an institutional beneficiary confirmed through the university’s own website or finance office. Never pay an individual to “activate” a scholarship. Save the invoice, scholarship terms, transfer receipt and confirmation that the university credited your student account.
If a representative uses urgency, ask the university to confirm the deadline. A real early-payment discount should appear in official terms.
A responsible shortlist
Instead of naming one winner for every student, produce three lists:
- lowest verified net tuition for your exact program;
- lowest verified total first-year cost;
- best whole-degree value after recognition and academic fit.
The same university may not lead all three. Recheck prices immediately before payment because fees, exchange rates and offers can change.
