Short answer: many education agents are paid by universities when a represented student enrolls. The commission rate is a private commercial term and varies. A student should ask who pays the agent, what service is free and whether any student charge is optional and documented.
The basic commercial model
Universities use representatives to explain programs, collect applications and support enrollment. An agreement can pay the representative after the student registers or reaches another defined stage. This resembles outsourced recruitment and is common in international education.
It creates a conflict of interest: the agent may earn more by placing a student at one institution than another. A commission does not make advice dishonest, but it should be disclosed clearly enough for the student to judge the recommendation.
Do not trust a universal internet claim that all agents earn a particular percentage. Rates and conditions are contracts between parties. What matters to you is the effect on advice and whether your tuition invoice comes directly from the university.
Questions an agent should answer
Ask in writing:
- Which universities do you officially represent?
- Does the university pay you if I enroll?
- Do commission terms differ among institutions?
- Will I ever pay your organization?
- Which services are free and which carry a charge?
- Do I pay tuition directly to the university?
- Can I contact admissions independently?
- What happens if I choose a university you do not represent?
An ethical answer can be simple: “The university pays us after enrollment; the student pays us nothing.” If there is a legitimate optional service such as translation, the provider, price and need should be transparent and the student should be free to decline.
Verify representation
Request evidence of current authorization and confirm it with the university’s international office using contact details from the official site. A certificate image can be outdated or altered.
The British Council’s student guidance recommends checking an agent’s credentials, services and fees and understanding that students can apply directly. Although its guide is written for UK study, the verification principles are useful in any destination.
Confirm the institution itself on YÖDAK’s official list before discussing North Cyprus enrollment.
Charges that need scrutiny
Never assume every named fee is fraudulent, but require evidence. A university application or registration fee should appear on an official page or invoice and be paid through the approved institutional method. A government fee should link to the government process.
Be cautious with:
- “scholarship activation” payable to a person;
- a higher tuition amount than the university confirms;
- housing deposits before inspection or official verification;
- guaranteed visa, residence or employment fees;
- payment to release an offer;
- cash without a formal receipt.
The agent should not control your personal email, portal password, bank card or original passport.
Why free help can still be valuable
A legitimate representative can organize documents, explain timelines, chase an application and support arrival without charging the student. The university funds that work as recruitment.
The limitation is selection. An agent may represent only part of the market. Compare the recommendation with the complete YÖDAK list and ask why alternatives were excluded.
